Passing the TOEFL does not necessarily require extreme fluency in the English language. First of all, the TOEFL is an assessment of the ability to read, write, speak, and understand English in academic situations rather than a test of fully functional language skills. It is possible to succeed on this exam with something less than near-native proficiency. Secondly, there is no universal passing standard with respect to the TOEFL; each institution has its own minimum. Ivy League schools such as Harvard, Cornell, and Yale require a 100, but even this level is only classified as "good" on a scale that ranges from "extremely limited" (0-31) to "expert" (118-120). In other words, 100 is a manageable target score. Furthermore, many selective schools and programs will accept students with merely "competent" TOEFL scores, which are defined as anything between 60 and 93. These institutions include Northeastern University (92 for undergraduate students), the University of Southern California (90 for graduate students), Stanford University (89 for graduate engineering students), and Boston University (84 for undergraduates).
